The authority environment changed in December 2025 when Congress extended counter-UAS authority to state, local, tribal, and territorial agencies, and the funding environment changed with it. What has not changed is that a single sensor is a gap, not a program. Agencies need layered airspace awareness they can field under current authority, with a procurement path measured in weeks, and a contractor who has actually done it for a federal customer.

Counter-sUAS Radar System Lease

Heightened Senses responded at the market research phase, then competed for this requirement under a total small business set-aside and won it as prime.

We deliver two Robin Radar IRIS 3D counter-sUAS radar systems on a multi-year lease. Our scope runs from site survey and radar siting through power, network integration, spectrum coordination, base access for the installation team, operator training, and sustainment support. The contract carries a one-year base period and two priced option years exercisable at the Government's discretion. Current stage: awarded, delivery in progress.

The lease structure matters. It put fielded detection capability on an installation without a capital acquisition, with option years priced up front. If your requirement has the same shape, that model is available to you.

Mitigation systems are available to authorized federal customers today. State, local, tribal, and territorial availability of mitigation systems is governed by 6 U.S.C. § 124n as amended by the SAFER SKIES Act, including the federal Authorized Systems List, training, and certification requirements. Detection systems, including passive RF and active radar, are available to state and local agencies; what an agency may operate depends on the technology, the configuration, and its authority. We will tell you which side of that line your requirement sits on before we quote it.

Radar as the Backbone Layer

RF sensing goes quiet against autonomous and pre-programmed drones that emit nothing. Radar does not. IRIS provides non-cooperative detection that anchors the layered architecture, cuing EO/IR confirmation and feeding one unified airspace picture.

SAFER SKIES Act
& FEMA Counter-UAS Funding

Two things changed the state and local counter-UAS landscape. In December 2025, Congress enacted the SAFER SKIES Act as part of the FY2026 National Defense Authorization Act (Pub. L. 119-60, Division H, Title LXXXVI), amending 6 U.S.C. § 124n to extend counter-UAS detection and mitigation authority to state, local, tribal, and territorial law enforcement under a federal framework of authorized systems, training, and certification. Alongside it, FEMA designated $250 million in preparedness grant funding for SLTT counter-UAS capability ahead of the 2026 FIFA World Cup. Authority and money arrived together. What most agencies lack is a contractor who can turn both into a fielded program.
